Register as a DOI publisher

We should claim a DOI identifier for our website that publishes EIPs/ERCs/RIPs.

This will allow each EIP/ERC/RIP published (not drafts!) to earn a DOI. This will accrue value to the individual authors as they build their academic career.

Doing this will require the participation of whoever publishes Ethereum.org. And those people should update their WHOIS record.
