Yes, it is expected that most bundle (handleOps) transactions will be EIP-7702 Type-4 transactions.

Would this potentially require a new RPC method (or methods) to be introduced for the bundler to collect and manage these authorizations?

There is only a single new optional field, authorizationTuple, that is added to the existing eth_sendUserOperation API, there seems to be no need to create an entirely new API for that.
