Discussion: Removal of `RIPEMD-160` and `blake2f` Precompiles

I think an important question is also how these precompiles could be deprecated in a manner that doesn’t compromise these limited applications. Do we insert bytecode implementations of the precompiles at their address or delete them entirely, opting to modify the applications calling the function instead?

For blake2f, I see it like @prestwich here:

…we should deprecate, evaluate past usage, and deactivate in some post-Shanghai fork. It can be used as a safe & uncontroversial testflight for deprecating and removing EVM features.

For ripemd160 am not sure yet, but I believe that it can be zk-proven if needed and no precompile anyways needed? Maybe here we could give applications 12-18 months lead time.
