Yet another reason for why I think the asymmetry between the premium and base fee is detrimental to the network security. Consider DoS attack vectors such as flood attacks and spam attacks. The attacker should pay a lot of fee, including both the premium and base fee, and hence, these attack vectors are expensive. Under EIP-1559, it is enough for the attacker to pay only the sum of other transactions’ premiums off-chain and simply ask the miner to mine an empty block in return. This is a DoS attack with a tiny fraction of cost in comparison to the previous case.
