If it does not, then as I mentioned in my presentation, there’s basically negligible social harm from having one block with 12 million gas followed by a block with 4 million gas compared to two blocks with 8 million gas, so what’s the problem?

I think the problem is that the people in the next block are paying much more because of your transactions while outbidding the others in the current block should not be that much costly.
